1. Meets with the director of finance and accounting to discuss department objectives and plans for an effective purchasing program, general policies and procedures and to determine budget.
2. Coordinates with centers' staff to maintain a clear understanding of requirements and procedure among employees concerning purchasing issues.
3. Plan, organize, and supervise department functions, activities and perform related duties.
4. Keep up-to-date information of “instructional purchasing” attained through current literature, attendance at workshops and seminars, convections and product displays in filed of dentistry.
5. Receive, review and approve requisitions from departments for supplies, equipment and services to be acquired.
6. Obtains administrative approval for capital expenditure when required.
7. Provide administration with information and forecasts, trends, or other conditions, which may effect operations and budget planning.
8. Consults with department heads on technical data for specialized items prior to purchasing items.
9. Obtain up-to-date price list catalogs, quotations, and all other relevant data regarding equipments/items to be purchased by the clinic(s).
10. Analyze market conditions, review catalogs, and meet with salesmen concerning targeted products.
11. Investigates economy purchasing through comparative pricing and available discounts.
12. Prepares, signs, and submit purchase orders to vendors in person, by mail or by telephone order.
13. Inspects incoming merchandise, check against purchase order, packing slips or bills of lading, and invoices, to make invoice(s) for payment, should every thing be in order, and sends them to business office.
14. Develop and implement policies and procedures that cover, in detail, all the tasks/responsibilities of the purchasing department such as policies covering specifications, vendors, bids, contract awards, conflict of interest, local purchase, definitions of saving and how such saving are identified.
15. Supervise the acquisition, purchasing, administering lease and rental arrangements, shipping and receiving, and equipment evaluation.
16. Assist department heads in forecasting their requirement(s), process of supply documentation and provide source material in the forms of catalogs and literature.
17. Identify and select reliable local and international suppliers and maintain and continuously update the list of suppliers.
18. Negotiate with suppliers’ terms and condition that best serve the interest of the Company.
19. Evaluate on a regular basis the performance of suppliers and continuously search for alternative sources. Keep the General Manager posted of new development in this regard.
20. Prepare and follow up with suppliers all purchase orders until material is delivered to and inspected by Clinic official(s).
21. Update registry of suppliers with prices, specifications products and the competitors’ prices.
