ROLE PURPOSE :
Provision of technical experience and support to GACA with regard to business analysis and the different aspects of strategic planning. This is achieved through the efficient management of joint planning at GACA level, and the process of performance management in the works executed for GACA.
KEY ACCOUNTABILITIES :
- Develops the unit strategy in line with the functional strategy to ensure vertical and horizontal alignment, and integration with the strategy of the organizational units of the department to ensure creation and execution of strategies and plans for the departments relating to the department to commensurate with GACA vision and mission.
- Recommends the optimum organizational chart for the unit, to be applied efficiently in the best way for the available resources.
- Directs the change management thru the continued improvement of the systems of the organizational unit, the operations and practices taking into account the best international practices and the changes in the international standards and in the business environment that are required for the work plans that are already in place.
- Manages the efficient achieving of the unit objectives through the efficient planning, setting of individual objectives, recruitment of qualified staff, performance management, motivation of employees, and the provision of official and non-official feedback.
- Supervises ad recommends the budget of the department, controls the financial performance matched with the budget, and ensures that works do not include waste of money through the reviewing of cost rates compared to revenues. He also specifies the unsatisfactory scope of performance in order to improve the opportunity for achieving the optimum performance.
- Presents and analyzes GACA business strategy, the internal and external environment to facilitate plans setting for the concerned departments. In addition, he develops the management of strategic planning process by maintaining efficient communications and the coordination with the departments of strategic planning in the airports and sectors, and keeps them informed of the results of any updating to the plan.
- Supervises the preparation and issuing of the strategic reports, and the communication with the concerned parties with regard to these reports and studies.
- Makes the coordination and contacts with the sectors out of GACA with regard to GACA strategies, and secures the conformity of GACA strategies with the strategies of other external sectors.
- Participates in setting the objectives, policies, programs, projects and plans that are necessary for the department work.
- Participates in the preparation, review, amendment and approval of the administrative organization of the department. This includes the procedures, rules, instructions, organization chart, administrative chart, the tasks, terms of reference, job description cards and the list of powers.
- Participates in the processes of planning and development of human resources such as specification of the requirements, training and development of employees, evaluation of their performance and their motivation.. etc in coordination with the concerned HR section, and
follows up the execution of processes, and the follow up of all matters relating to the subordinates, including the personnel processes such as vacations, promotions .. etc in coordination with the Human Resources (Personnel Department).
- Designates acting individual to perform his duties during his absence to run the work activities smoothly as per the executive plans.
