Project Quality System Manager – preferably Westerner with 20 years of work experience in rail works. If with Masteral degree, 17 years of experience is enough.
Services During Project Execution:
§ Responsible for ensuring effective implementation and maintenance of the Quality System in accordance with the Contract.
§ Ensure the proper implementation of the Quality Assurance and Quality Control of the different railways projects (homogeneity).
§ Communication with external parties such as the Employer, suppliers and sub-contractors, on Quality Assurance issues.
§ Assist in the coordination of the implementation of Quality measures among the Contractor, the Consultant and the Employer.
§ Technical support to supervision teams (work sites)
§ Collaborate with the Project Director (PMO) and Supervision site teams (work sites).
§ Quality Audits. External (Contractors) & Internal (Project’s supervision teams)
§ Contractor’s Plants Audits (Concrete, Asphalt, etc…)
§ Non-conformities. Evaluation and follow up.
§ Giving immediate notice on any anomalous quality matter detected.
Roles and Responsibilities
§ Instructing, coordinating and supervising the activities to be developed by the Quality Assurance Team ensuring that Consultant’s Quality Policy is fully established and accomplished by the Project Team.
§ Supervising the establishment of the Contractor’s Quality Assurance Plan and Contractor’s Quality Control
§ Implementing and controlling the Project Documents Management System.
§ Keeping the Project Director informed and updated on the last situation regarding the Management of the Consultant’s Quality System.
§ Directly assisted in these functions by the Resident Engineers and the QA/QC Inspectors
· Managing of quality assurance of the Works Contracts;
· Drafting of the PQAP and quality assurance procedures;
· Propose revisions for the PQAP and quality procedures;
· Keeping the file of the quality assurance system;
· Preparing the quality assurance part of the Consultant’s reports;
· Control over the quality of the input materials, obtaining of the necessary quality documents.
· Revision and approval of material sources, visit plants, quarries, concrete suppliers, etc.
· On-site monitoring for the implementation of the environmental measures.
