Purpose

• The Operations Engineering Manager will be responsible for building of a new organization capable of supporting and executing the works of the Process Systems Engineering, Plant Process Engineering, Process Control Engineering, Manufacturing Planning Engineering and Laboratory department requirements of the world’s largest IGCC facility, a complex, multi-process gas facility. This will involve hiring and managing a multi-discipline team of highly talented technical staff, to support the creation of a self-sufficient organization.

• The Operations Engineering Manager will report directly to the Jazan IGCC Director Technical and Engineering. The Process Systems Engineering, Plant Process Engineering, Process Control Engineering, Manufacturing Planning Engineering and Laboratory departments will report directly to the Operations Engineering Manager.

Nature and Scope

The role of the Operations Engineering Manager is to provide process technical oversight and ongoing asset management execution activities for the Jazan IGCC facilities. The position has direct management of the Process Systems Engineering, Plant Process Engineering, Process Control Engineering, Manufacturing Planning Engineering and Laboratory resources supporting the facility. The role ensures that all process technical issues and improvement opportunities in support of the facility are prioritized, coordinated, and directed to a successful outcome, across all the process engineering disciplines that support the site including:

• On-site Process and Process Control Engineering,
• On-site development of the Manufacturing Planning Unit to support the Central Coordination function, hardware, software and operators,
• On-site project team support,
• Off site process engineering and technology support with OEM’s and Licensors,
• External engineering resources and specialized consultants e.g. ACWA, Air Products, Saudi Aramco, EPC’s, TSA’s and engineering service agreements,
• Development of a world class Laboratories function on site that also manage a 25 year service agreement with the Refinery Laboratory.

In addition, the facility is in a region that will not offer any significant established resources for routine support, hence the requirement that the organization be self-sufficient as quickly as possible.

Principle Accountabilities

• Hire, train develop and establish a world class Process Systems Engineering, Plant Process Engineering, Process Control Engineering, Manufacturing Planning Engineering and Laboratory team for the organization
• Provide expert process and process control advice with regards to external engineering provider strategies, assessments, remediation activities, in addition to leading resolution of technical issues for bids and projects
• Create detailed departmental engineering plans, processes, and procedures for engineering staff to use and abide by
• Consolidate department budgets and manage them
• Check and confirm the accuracy of the work performed and the methods used by engineering staff
• Ensures effective technical coordination with other departments and operations and maintenance groups
• Co-ordinates the review and understanding of JIGPC design base, PFD and P&ID drawings, specifications, standards, process data sheets, procedures and functional descriptions
• Establish a Manufacturing Planning team that guides, develops and support the operation principles of the IGCC for the maximization of profits and minimization of penalties
• Spearhead various research and development initiatives to identify opportunities for new projects and improved processes
• Establish a world class Laboratory facility and system for the quick, secure and accurate analysis of JIGPC condensate and Hydrocarbon streams
• Ensures all changes are managed in accordance with the plant MOC procedures
• Ensure that all technical changes are adequately reviewed, that the right mix and level of cross function expertise is involved in the approval of the change and any process safety implications are understood
• Directing internal engineering and design resources to produce engineering deliverables on schedule and within budget
• Manage resource planning and allocation to meet engineering team workload and project deliverable requirements, inclusive of necessary outsourcing strategies
• Ensure asset management opportunities that need significant process and process control technical inputs are prioritized, resourced and that the appropriate mix of cross functional expertise is directed at supporting the improvement.
• Process and Process Control oversight of front end scope development for asset management and associated capital projects
• Ensure that any technical changes are adequately reviewed, that the right mix and level of cross function expertise is involved in approval of the change and any process safety implications are understood,
• Drive initiatives to enhance asset profitability through a focused effort on plant capacity, reliability and availability
• Due to new technology in the plant it is anticipated that significant testing will be needed throughout the early stages of the facility operation to understand plant performance, trouble shooting problems and mapping facility operations. The role is responsible for ensuring detail test plans are developed and reviewed, test safety and operational risks are understood and strategies are in place to manage and mitigate risks. 

• Manage the process and process control division to deliver support services and thereby ensuring sustainable product quality, asset design intent and governance on technical specifications and associated JIGPC technologies.
• Support the development of associated projects from idea generation and conceptual design to engineering management and execution phase.
