Major Duties and Responsibilities
► Develop and update the strategy, goals and targets of the Finance department.
► Develop milestones and plans for the finance department to achieve its goal.
► Develop the annual budget for the finance department and ensure cost and expenditure are within the set budget.
► Manage the implementation of the strategic initiatives, as applicable to finance, and communicate expectations to all individuals within the department.
► Manage the implementation and improvement of the finance guidelines, policies and procedures and ensure compliance across all departments.
► Manage the accounting function at sector with respect to:
Accounts Payable
Accounts Receivable
Cash Control
Costing
General Ledger
Fixed Assets Accounting
► Provide accurate, comprehensive and timely information regarding the financial status of sector through the utilization of effective accounting concepts, principles, procedures and systems.
► Recommend setting of sound internal control procedures, and implement an efficient and timely financial reporting system.
► Manage the periodic and year end financial closing process and ensure that the periodic account closing activities are done on a timely and accurate basis.
► Manage Chief Accountant and periodically review general ledger entries, to check accuracy and compliance with the established rules and accounting principles and that all entries are supported with valid documentation.
► Review and approve various journal vouchers and any other financial transactions (payments, etc…).
► Review the reconciliations between general ledger accounts and sub ledgers performed by the Chief Accountant. Advise the Chief Accountant on action to take for unresolved variances in the reconciliations.
► Review and approve the payroll payment for sector personnel.
► Provide financial analysis and planning assistance to sector and develop all types of short and long term financial projections / forecasts / plans in accordance with the sector’s strategies.
► Provide the financial analysis and explanations on sector’s growth, liquidity, financial stability, and profitability through the use of financial ratios and comparative figures.
► Advise on new company formation or financial re-structuring of existing companies (advising in the areas of capital structuring, tax optimization of structure, etc) and execution of resolutions.
► Identify the "optimal mix" of financing - the capital structure that is best suited for sector.
► Identify and manage sector’s financial risks (e.g. interest rate and exchange rate) and maintain the financial risk management program.

► Provide advice, guidance, direction, and authorization to department personnel to carry out Finance function and procedures, consistent with established policies. Ensure effective and efficient flow of work, and ensure all employees understand their role in the department.
► Communicate and discuss the department’s guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.
► Delegate relevant responsibilities to achieve operation in the department.
► Provide guidance and leadership to all department employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
► Initiate and manage the annual performance appraisal to review employees’ work performance.
► Recommend salary adjustments, rewards and promotions based on employee performance. Carry out disciplinary actions when needed.
► Monitor adherence to guidelines, policies and procedures.
