Role Purpose:
* This role is responsible for overseeing the complete payroll process at HRMD. This role provides technical guidance to payroll team in day to day payroll operations and collaborates with relevant IDB departments for efficient and accurate delivery of payroll services. The role holder also resolves technical issues in cooperation with ITD and SAP CC teams.
Key Accountabilities & Activities:
•Strategic & Operational Planning
•Advise the Division Manager / Department Director on annual work plan and budget preparation from the perspective of payroll function.
•Support the Division Manager in setting key performance indicators (KPIs) for the payroll team.
•Develop business case and detailed plans for improvements/upgrades to HCM-Payroll modules.
•Payroll Administration
•Technically lead the Team in day to day payroll and benefits operations.
•Coordinate with FCD, ITD, and Treasury to establish a robust framework of internal controls over the payroll and benefits financial transactions to adequately safeguard interests of the stakeholders.
•Ensure implementation of Payroll Excellence Processes.
•Periodically review and enhance payroll policies and procedures and present and discuss them with the division / department management for formal approval to enhance payroll function's performance.
•Implement necessary operational procedures to meet accounting, reporting and disclosure requirements of the international accounting standards.
•Ensure compliance and conformance of all transactions with IDB's rules, guidelines and internal control systems.
•Lead the Development and Issue Resolution Processes.
•Raise process improvement requests to SAP CC team and sign off on application changes.
•Assure Internal and External Audit security access to SAP HCM in coordination with SAP CC team.
•Ensure the implementation of proper controls throughout the payroll process.
•Coordinate with internal and external auditors for financial audits and conduct follow up on and implement audit recommendations.
•Review and resolve complex payroll and benefits processing related issues in coordination with the concerned departments.
•Policies, Processes and Procedures
•Ensure accurate payroll operations by technically supervising and monitoring the work of payroll team.
•Provide technical input into organization of projects/modules integrated with payroll module in SAP.
•Oversee the creation and maintenance of monthly payroll schedule.
•Lead the payroll runs in SAP HCM and validation of payroll data.
•Prioritize tasks and monitor the workflow of payroll processing.
•Provide supervision regarding the input, revision, and deletion of payroll information.
•Approve transactions ensuring compliance with all applicable policies and procedures.
•Review and approve all payments related to staff benefits and entitlements processed through the Payroll Module in SAP HCM.
•Administer banking process through approving banking files and data.
•Oversee communication with FCD and Treasury regarding Payroll to General Ledger reconciliation processes.
•Perform quality assurance and participate in data quality reviews with the concerned departments.
•Knowledge Sharing & Innovation
•Participate in external communities of practice or other MDBs counterparts for sharing best practices and lessons learned.
•Facilitate knowledge sharing through conducting in-house training mainly in the areas of SAP HCM and Payroll.
•Ensure Synthesis of lessons learnt and best practices in HR and Payroll.
•Disseminate payroll improvement results to all staff through departmental newsletters and other communication means.
•Reporting & Communication
•Coordinate with internal and external auditors for financial audits and conduct follow up on udit recommendations.
•Lead planned and ad-hoc reporting via queries and reports, payroll expenditure reports and payroll postings.
