Role Purpose:
To provide the leadership, direction and coordination of activities for the Development Policy Research Division. Supervise the day-to-day research activities, ensuring the Division achieves its results and that it fully contributes to the achievement of the Economic Research and Policy Department goals.
Key Accountabilities and Activities:
Strategic Implementation and Operational Management
* Participate in the development of the Department strategy, budget and business planning processes
* Create and implement actionable Division's short to medium term operational plans and budgets with operational KPIs linked to the Department strategy
* Co-ordinate the Division's activities so that it effectively utilises its resources, manages its priorities, and is able to be both responsive and proactive
* Manage, monitor and evaluate the Division's on-going performance and quality of its outputs and services, identifying and initiating actions for improvement and innovation.
Research Development
* Develop research agenda to feed into the work program of the Department
* Produce new knowledge to address critical issues facing the Bank and member countries in key economic sectors and themes
* Identify and contribute in developing the criterion for choice in determining IDB responses to promoting key pillars of IDB Group Strategy
* Manage economic research and analytical work related to cross-cutting economic issues and poverty reduction to identify constraints to growth and to comprehensive/inclusive human development
* Initiate and oversee research in the field of development activities relevant to the mandate of IDB and apply the findings to the IDB context
* Develop and distil analytical insights and best practices in key reports relevant to the activities of the Bank
* Collaborate with relevant Departments in policy review and in preparing high-level reports and documents such as Member Country Partnership Strategies.
Events and Flagship Publications
* Supervise and lead the initialization, conceptualization, and preparation of flagship publications including the Annual Report, Occasional Paper etc.
* Organize the IDB Annual Symposium as well as associated Expert Group Meetings
* Organize Economic Lecture series
* Coordinate with relevant departments and international institutions, economic research and analytical work related to development activities of the Bank
* Perform secretariat functions for the Policy Committee.
Relationship Management
* Build and develop productive inter-Divisional working relationships within IDB Group and with external partners for joint working and knowledge sharing
* Proactively provide advisory services to support Management
* Work closely with IRTI to promote cooperation between its researchers working on Islamic banking, finance and economics and on developmental economics to promote comprehensive human development and distributional equity
* Develop a close partnership with external academic and research institutions as a means of leveraging limited resources to maximize impact on knowledge generation
* Identify and maintain partnership opportunities with business Departments to provide advisory policy services to member countries.
People Management
* Generate commitment, motivation and enthusiasm to the Division goals, and guide Division members through periods of change or uncertainly
* Provide clear direction and motivation, prioritise tasks, assign and delegate responsibility and monitor the workflow
* Plan, manage and review individual performance and provide regular feedback, development and coaching, taking prompt action where necessary
