Asset Description:
A private Company established for the management of Operations and Maintenance of three Power Plants within the Eastern Province of Saudi Arabia, producing Electrical energy and Steam with total of 900 MW net power capacity & 1480 T/Hr net steam capacity. Each of the Plants are configured for two GE Gas Turbines & Generators, two single pressure HRSGs with supplementary firing, a HV Switchyard and necessary Auxiliary equipment
Job Purpose:
Reporting directly to the Plant Manager, the Operations Manager will be accountable to lead the Shift Charge Engineers, Operations staff, including Operations Trainees to fulfil the day to day operation of the Power Plants. The Operations Manager may need to deputize the Plant General Manager & Plant Superintendent’s as required. This will include responsibility for making accurate and timely decisions on matters affecting plant processes and performance and consulting with the Plant Manager when necessary. The role will require a detailed understanding and practical experience of the technologies associated to operating a modern Gas Turbine plant, and a wide range of auxiliary equipment. The Operations Manager is responsible for the operations and all ‘Safety from the System’ activities at the Plant, including the integration of certain maintenance activities, in compliance with Health, Safety and Environmental requirements and within the constraints and guidelines of the Contract, the grid company, Saudi Aramco and despatch requirements. He should ensure that the plant meets availability, reliability, efficiency, generation and cost targets, safely and within strict environmental limits. The candidate must have CCGT Plant Start-up experience, be fully familiar with establishing all Operational Protocols, procedures and systems and be Authorised to carry out Safety Precautions on all Plant & Apparatus.

- Substantial knowledge of engineering practices, functions and processes involved in operation of relevant Plants
- Expert, In depth knowledge of Permit For Work systems & safety philosophy
- Good leadership skills proven in a multicultural environment
- Knowledge of all relevant legislation associated with Plant operation
- The ability to communicate effectively in English
- A good understanding of necessary environmental controls and typical reporting requirements
- Experienced in risk identification and management techniques
- Experienced in commercial processes and budgeting experience
- Highly experience in commissioning and initial start-up phases of similar Plants.
- Thorough understanding of modern CCGT plant practice.
- Strong practical knowledge of power plant operations, including electrical systems.
- Power plant engineering concepts
- Ability to operate the plant efficiently within a varying range of load conditions
- Ability to control incidents in a range of situations
- Strong understanding of Quality, Health, Safety and Environment management systems and Power Plant Safety Rules.
- Fully familiar with commercial contracts and agreements (LTSA, ECA, EPC , Grid Code and O&M, etc)
- Established and management of Budget and cost control
- Computer literacy
- Experienced in the selection and recruitment of multi-skilled/culture Operational Staff
- Possesses the ability to liaise with external organisations

Key Responsibilities:
- Support the Plant Manager to meet the contractual, technical and commercial targets of the Plant and deputize him when required.
- Safe and efficient delivery of high levels of commercial availability within environment limits
- Maintaining high standards of management and leadership and ensures all relevant Operational KPI’s are delivered.
- Ensure that efficiency and availability targets are effectively communicated and achieved.
- Control and continuously improve the chemistry at site as well as the environmental aspects fulfilling the applicable legislation and reporting requirements.
- Effective liaison with customer and system operator over plant operational issues
- Establish and deliver, all Operational Department requirements and systems
- Make decisions, or assist others to make decisions, to resolve plant operational problems with immediate, medium and long term consequences
- Lead and motivate the team by setting appropriate people and plant related performance measures
- Deliver outcomes, in all areas of work, consistent with the Quality, Health, Safety and Environmental policies
- Ensure Company Health, Safety, and Environmental policies and procedures are implemented and carried out.
- Support the field operations when required.
- Establish the Site Safety system, providing ‘Safety from the System’ by implement the PFW procedures, managing the Authorisation process and ensure staff are fully trained in the Safety System principles.
- Participate in internal / external Quality, Health, Safety and Environmental audits and monitor relevant findings
- Ensure all procedures, documentation, drawings and manuals are kept up to date and necessary training is completed in a timely manner
- Develops the required Procedures for the plant safe operation.
- Ensure suitable training programs are in place, both for individual development and operational competence, and develop appropriate succession plans for key shift staff
- Deliver planned generation and availability targets within budget
- Communication and cooperation between the Maintenance and Operation teams
- Budget planning and preparation.
- Continues improvement in the process of work.
- Ensure best utility practices and reporting requirements are followed, and operation processes comply with relevant IMA procedures
- Adapt the IMA documents to reflect the operations requirements, and consider and actively develop improvement potentials for all maintenance processes
- Maintain a high safety conscious working environment and ensure compliance with all company and legislative, Health, Safety & Environmental requirements
- Recruit, train, develop and guide staff, and periodically assess their ability and potential
- Work with other members of the team to maintain good relations with the Customer and other parties
- Manage Plant operational costs, prepare, agree and then control the Operations Department budget
- Safe and efficient delivery of high levels of commercial availability within environment limits
- Enthusiastically take on, any other tasks that may be required.
