Our client, a leading Real Estate company is hiring a Chief Accountant. Reporting to the Finance Manager you will manage and control all activities related to the Accounting function including payroll, accounts payable, accounts receivable, general ledger and fixed assets.

Primary Duties and Responsibilities

• 
  Participates in designing the accounting Policies and structure to assure the best control and governances of responsibilities.


• Assure adequate growth in the department's capacity and capabilities to be able to address future expansion (People and systems).


• Participate in annual and strategic 5-Year budget planning and forecasting.


• Adhere to the Finance & Accounting Department’s strategy, business plan and budget.


• Follow the Finance and Accounting Department’s policies and procedures to ensure efficient operational practices and enhance control standards within the function across


• Communicate and monitor the compliance of the Accounting department Finance and Accounting Department’s policies, procedures, standards and guidelines


• Coordinate with the Finance Manager the setting of targets and financial measures (including KPIs).


• Assure smooth operations loops and control are set. Full staff efficiency and KPI’s measuring process.


• Manage monthly accounting processes, the recording of all transactions and the reconciliation of all accounts (Payables, receivables, GL, payroll…etc.) through fixed tasks calendar


• Monitor the receipt of fixed assets and the issuance of acceptance certificates after conducting proper inspections.


• Approve all operations related to accounts payable and accounts receivable and ensures that all activities are completed in a timely manner.


• Support the preparation, consolidation, and distribution of monthly, quarterly and year-end financial reports and financial statements, and ensures compliance with SOCPA and International Accounting Standards.


• Ensure the accuracy and compliance of the general ledger entries with the established rules and accounting principles.


• Performs regular Audit duties and inspections on all accounts according to a fixed schedule. Reports deviations and discrepancies to the Finance Manager and proposes better control methods.


• Support and enable teams to recognize discrepancies and respond with corrective actions.


• Authorize Advance payment to Vendors based on matrix guidelines.


• Authorize payments upon practical completion of works based on site/works inspections.


• Facilitates contractors/Vendors/Suppliers' financial and accounting relations in terms of contractual terms and conditions, can participate in the solicitation and Bidding process evaluation.


• Maintain Project Accounting logs and records with immediate system entries


• Manage the performance of all types of projects sales, Design and build accounting matters (Costing, Expenditures, Purchases, Customers' financial relationships…etc.).


• Provide weekly and Monthly customers financial stance reports with all due and overdue payments.


• Support Budget controller and project planner setting up the correct control formats and systems. Performs audit process on these as well (Manual and systems)


• Review periodically accounting systems and processes. 


• Conduct annual performance appraisal of direct subordinates to review their performance, development needs and recommends applicable rewards and promotions based on employee performance results.


• Generate various types of reports that would summarize settled, unsettled and carried over accounts.


• Undergo Quarterly performance review and attends management meetings as required.


• Develop and implement New Management Reports that could give a clear picture of Accounts/Sales Channels’ financial situation. At the same power, develop new workflows and regulations that would smoothen daily accounts operations and redirect them towards full system-automated processes.


• Develop Accounting and Financial Control Policies and Processes to safeguard the Company assets in the best possible way.


• Work very closely with other support functions.
