The Role
- Design and implement workforce planning strategy, policies, procedures and framework in alignment with HR strategy and business objectives.
- Develop the section overall strategy, business plan and budget.
- Develop the section policies and procedures and provide interpretation to staff.
- Supervise and coordinate activities of staff.
- Supervise the preparation of work schedules (if applicable) and expedite workflow.
- Interpret job specifications and key responsibilities to direct subordinates and assign duties.
- Assist in the review and standardization of procedure to improve efficiency of subordinates.
- Identify staff training needs, and attend and evaluate trainings.
- Recommend or initiate personnel actions such as promotions, transfers, discharges and disciplinary actions.
- Develop job descriptions.
- Identify challenges impacting the section talent base and propose the succession planning.
Prepare performance reports:
- Support the development of the sourcing strategy focusing on internal and external attraction by developing and implementing a plan to ensure the optimal supply of talent which meets requirements.
- Support the development of both internal and external networks which support the sourcing strategies.
- Support the talent review process by liaising with the team and Career and Succession
- Planning team as appropriate.
- Actively promote the Employment Brand and contribute to its development.
- Lead the preparation, consolidation and maintenance of the annual HR budget in coordination with HR Executive Director and other key stakeholders.
- Manage the development of workforce tools and plans to ensure their compliance with leading practices.
- Manage the identification of new head count need and the preparation of budget to ensure accuracy, completeness and timely submittal.
- Oversee the consolidated budget to ensure its compliance with prevailing policies and procedures.
- Liaise with Budget Committee to ensure timely receipt of budget approval, and to provide the committee with any additional information that may need.
- Monitor vacancies and liaise with line managers and Business Partners to ensure filling up these vacancies or requesting changes, if needed.
- Monitor employee turnover and retention rates and develop reports and recommendations which assess the turnover impact on workforce plans.
- Develop strong knowledge and expertise of workforce planning activities in order to advise subordinates and end-users accordingly.
- Brief the Senior Executive Director on all workforce planning activities, escalate issues, and provide reports as required.
